Position Summary 

The Reach & Rise Program Manager oversees and develops the YMCA’s National Reach & Rise Mentoring Program at the Chinatown YMCA, under the supervision of the National Director and the Chinatown YMCA Community Programs Director. As a Mental Health Professional, this role involves recruiting, training, and matching volunteer mentors, managing program risk, and ensuring alignment with national training, data collection, and outcome standards. 

Key responsibilities include coordinating services, maintaining compliance with grant and partnership requirements, documenting outcomes, and fostering community engagement. The Program Manager also collaborates with YMCA leadership on resource utilization, marketing, and program messaging while participating in national training initiatives. Strong interpersonal skills and expertise in clinical support and grant management are essential for success in this position. 

Job Responsibilities 

  • Complete all required paperwork, including mentor/mentee-related documents, in compliance with OJJDP grant requirements and partnership agreements. 
  • Conduct assessments and implement growth plans for mentees using appropriate intervention methods. 
  • Adhere to mandated reporting laws and legal standards. 
  • Collaborate with YMCA partners to build and maintain strong relationships. 
  • Develop and implement recruitment plans for volunteer mentors and mentees, expanding referral networks through community partnerships. 
  • Plan and lead events and outings for mentoring pairs. 
  • Attend meetings with volunteers, families, school staff, and community-based organizations as needed. 
  • Provide recommendations to support cultural diversity and inclusivity in the mentoring program. 
  • Complete all required training programs as outlined by YMCA of the USA, OJJDP, and YMCA of San Francisco. 
  • Participate in YMCA events and activities while adhering to organizational values. 
  • Develop and execute a professional development plan. 
  • Perform other duties as assigned by the supervisor. 
  • Attend staff meetings and training sessions as required.

Qualifications: 

  • Master’s degree in social work, counseling, or a related field. 
  • Experience working with the target population.
  • Bilingual skills in Cantonese or Mandarin. 
  • Knowledge of case management techniques and processes. 
  • Familiarity with community-based agencies and experience collaborating with such organizations. 
  • Demonstrated ability to implement and deliver programs according to a specified model, curriculum, and guidelines. 
  • Availability to work during some evenings and weekends. 
  • Ability to travel to all program activity sites. 
  • Strong written and verbal communication skills. 
  • Excellent organizational skills with the ability to manage multiple projects and tasks independently. 
  • Conflict resolution skills and the ability to work independently with minimal supervision.

  • Experience with contract and budget management, organizational systems, and program development. 
  • Proven ability to collaborate effectively with individuals from diverse ethnic, socioeconomic, educational, religious, sexual, and generational backgrounds.
